In Washington DC, Senator Douglas Richards has two major problems on his hands. A friend, and former CIA operative has informed him of a new, specialized unit that consists entirely of police officers and soldiers. This new unit's sole purpose would be to hunt down murderers, rapists, drug lords, terrorists, or any person, or group that are deemed a threat to national security, and bring them to justice, by any means necessary! The senator's second problem, his daughter, a student at the University of Chicago, has been missing for almost a month. Her disappearance from a club in Chicago while with friends, is dubious at best, her clothes found in a dumpster four blocks away. The local authorities had not received any threats or ransom demands, nor were there any indication as to who may have taken her. Cassandra just vanished without a trace, leaving the senator to wonder if the two are connected, if so, why? LaSalle County Illinois, Captain John Gast has serious problems of his own. Someone wants him dead, which is not exactly a new situation for John. A motorcycle gang, the 'Rogue Riders' have been running roughshod, over the county. Their leader, a man that John has known all of his life, has been pushing his drugs and enrolling gang members for violent confrontations with his department. His only remaining purpose in life, to take John, and as many of his deputies down, for the death of his brother. However, this new threat of death has hints of international implications, stemming from his previous work as a sniper, conducting military and CIA special operations. But how? All of those threats were eliminated years ago, weren't they? Adding to the complications are a former CIA spook, who continuously tries to recruit him back into 'the service', to lead a 'special' unit for 'special' assignments. A unit that would operate in the gray area of the law, and do what is necessary to protect American citizens for all foreign and domestic threats. The gray area of the law, a place that is all too familiar to John. Who is this new threat? What pieces do the Senator and his missing daughter have to do with the puzzle? What part does this new special unit play into the picture? Most importantly, how does he avoid the inevitable blood shed between his deputies and an old friend's gang?
