When old Tom Carter is found bludgeoned to death, Inspector Alex Sinclair makes quick work of arresting the only suspect, Joey Macready, a young man living with his mother.

Social worker Kate Weston is convinced that Joey is innocent and persuades Sinclair to probe further. But queries are quickly stonewalled by his superiors. Worse, he's accused of accepting bribes and is suspended from the force.
