Carter A. Johnson imposes double jeopardy on guilty criminals set free by the judicial system. He and his supporters review cases they feel warrant further investigation by someone immune to legal system restraints. Carter is a vigilante seeking truth and justice.
The Blonde Heiress was found not guilty by a jury of her peers. Carter begins his investigation of the facts and people surrounding the dismissed charges of capital murder and finds himself constantly one step behind a cruel and sadistic murderer. Even when he is sure of the diabolical killer's identity there is little proof to support his gut feel. So, being Carter, he acts on his own; if he can't bring the killer to justice, he'll bring justice to the killer.
