Collar is police jargon for arrest, and is used mainly by NYPD and other cops of the region. Hence, a righteous collar is a justified arrest. STORY1 - SKELETONS IN THE CLOSET:Secrets don't stay buried for very long, not with Detective Stephanie Chalice on the trail.
