An Atlanta plaintiff's attorney, Karen Senard, sues Dr. Chad Elsworth for malpractice because a patient dies when Chad doesn't find a tumor. Chad didn't find the tumor because the patient's cost-cutting HMO wouldn't approve the diagnostic test. Chad agrees to cooperate with Karen and expose the corrupt claims practice at the HMO. The HMO is in negotiations to be bought out by a larger insurance company. All of the original investors and top executives of the HMO would become rich with the buyout. When the executives find out about Chad's cooperation with Karen on the lawsuit, they choose to silence Chad so the buyout won't fall through. Chad decides to vacation at Cabbage Key, Florida to get away from the pressures of the lawsuit and his marital problems. While he is tarpon fishing in Boca Grande pass, his charter boat explodes and kills everyone aboard. The local sheriff's detective teams up with Karen to investigate the murder. Their cooperation produces an unexpected result because of their conflicting motives.
