A villain from Droon's past has returned! Ving, leader of the Hawk Bandits, has teamed up with his twin sister, Ming, leader of the Hawk Pirates. Together the two brigands have plundered all of Droon's magical stones to build the legendary — and deadly — city of Mokarto.
