Partners on the Job and partners in murder. Police Officers Jack Tompkins and Mike Holman are close friends and a team trying to prevent crime in New York City. They are also psychopathic murderers who form a bond and begin to kill unsuspecting women. They meet their first victim in a bar and strangle her to death because of failed relationships each has experienced. Their hatred of women has festered inside them and the dangerous duo has finally found a way to unleash it.
Detectives John Napoli and Terry Franklin investigate the crime and discover two perpetrators committed it. However, no other leads become known in the case. When a second lady is murdered in a similar fashion the following month, the investigators fear they are searching for a pair of serial killers. Despite working hard on the cases and discussing them with the departmental psychologist, Napoli and Franklin can't find any suspects.
As the murders continue, a link between some of the victims is established. Napoli and Franklin don't want to believe it, but it seems like members of New York's Finest are responsible for the heinous acts.
