Mike Shocklee, an operations officer in the CIA is deployed as part of an element providing intelligence support for a U.S. led humanitarian relief effort. His assignment: to locate and reactivate former CIA assets to provide intelligence on rival, warring clans. His assignment is simple but specific, and goes horribly wrong.
He locates the cell, but when Hell breaks loose, he initiates a plan unsanctioned by the agency and moves his team into a dangerous area. In the intense fighting that ensues, disaster strikes. Losing his assets and seriously wounded, he is reassigned to CIA headquarters with a chip on his shoulder for not being rewarded
He strikes out at the agency by taking matters into his own hands . . . to wage his own war against the terrorists, gangs and thugs. As the body-count around him starts to rise, another agent puts the puzzle pieces together and has to decide if he can, or should, stop it.
