NYPD Captain Bill Donovan has the dubious honor of standing in for the mayor to welcome presidential candidate Pete Bennett to the city at a waterfront gala. Next morning, Donovan trades his tux to deliver some bad news to Bennett: his campaign manager was murdered during the evening's festivities.
