The proposition for a massive cross-island highway through remote Sitka, Alaska, is met with bitter and heated controversy: conservationists oppose the destruction of the pristine wilderness, while others see the green of tourist and developmental dollars. Resident Marcy James leads the fishing community's fight to defeat the highway -- a stance that soon turns deadly.

Her spirited and intelligent twelve-year-old son, Gavan, attempts to spy on the consulting engineers, looking for evidence that could stop the construction.
