Terrorism grips the covert missions assigned to the United States Marshals Service by the Justice Department. Larry Barney, chief pilot of the flying division of the marshals service, turns vigilante in order to track down members of an international terrorist ring responsible for a number of deaths and destroying the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma. His association with reprehensible individuals in the United States and abroad makes his life a tightrope act without a net; one false step and he dies. He soon discovers that one of the terrorists is an associate and another who is very close to him. Larry’s ability to successfully track down terrorists is often overshadowed by his dumb luckâ€"a unique combination that makes his detective work much easier.
