      Sam possesses the dragon-name Strafen the Punisher a bounty hunter for dragons that somehow slipped through the dragon world cracks. Sam ramps up his efforts to right the wrongs of time, sending back vagrant dragons or destroying them. However, the Counsel of Elders is not pleased with Sam's efforts.
