Jake Powell and Billie Keene have been placed on a task force to look into the increase in kidnappings and human trafficking. The increase is a result of a need for new prostitutes in the state of Nevada. The Russian mafia, Chinese gangs and several other groups get together and decide to work to meet that need. The make a deal with several legal brothels to provide new personnel. They begin kidnapping and training young men and women to become prostitutes. Constantine, the head of the Las Vegas mafia leads in the kidnappings and subsequent training. As the kidnapping numbers increase and several related murders occur Jake and Billie become more involved. While they are working hard a psychic named Josie DelVecchio comes to the precinct to report a murder. She meets with Billie and gives her information based on her vision. Jake, of course is highly skeptical. Captain Rawlins the head of the task force uses some of Josie's clues to assist in the investigation. Will Jake and Billie stop the trafficking and the associated murders. Will Josie become a useful tool for Metro? Will Jake begin to believe in Josie's visions?
