The city of Newland Port has a serious problem, the biggest storm in two centuries is about to make landfall. A mysterious criminal named Radim (Rah-deem) is corrupting the minds of the city's youth with pills and salts. Lost souls inhabit the unused tunnels underneath the city, this place is called, The Lost Grounds down here, the scrambled minds of the addicted await orders from Radim to take over Newland Port and the cities beyond. Officer Jakes is determined to prevent this from happening. Unfortunately for Jakes, he has to play babysitter to a man named Norquist, Norquist was ordered by the court to monitor Jakes' police department. Will Jakes be able to stop Radim in time? Or, will Newland Port be destroyed by the Lost Souls from the underground?
