FBI agent Frank Logan nabbed the Black Ribbon Strangler years ago, and the despicable killer was locked up tighter than a drum for the rest of eternity. So why are young women being strangled to death by someone who calls themselves the Black Ribbon Strangler? A copycat killer is on the loose and communicating with the real Strangler.
