When the Shenandoah is assigned to reinforce the Federation presence at a training colony, the ship's crew realizes that something odd is happening on Victoria. The fact that intelligence agents are hard at work around them does nothing to ease their nerves. To make matters even worse, Admiral Kuwahara is heading an investigation of a potential scandal involving emigration from distant colonies to the Federation capital of Charlemagne. Could highly-placed civil and military officials of the Federation be involved with illegal restriction--or even with Merishi spies? If so, why have the Merishi, collaborating with what may be a "shadow corporation," chartered a ship that could end up transporting them to Linak'h--the mercenary training colony that just might be the safest place on planet...
