Trading Futures

This is an Eighth Doctor novel with Fitz and Anji. On an Earth of the not-so distant future, Anji is surprised by the way the world has developed. The EU and US have become rival superpowers, and a tense situation in North Africa in which they both have interests to protect threatens to turn into full-scale war. Into this explosive situation, someone is throwing a lighted match. A mysterious source is inviting agents from the rival states to bid for the ultimate advantage over their opponent: time travel. Using a series of prophecies to prove his authenticity, someone is offering what ought to be impossible on Earth in its present state. But he's attracting a lot of interest...The EU and US are naturally fascinated by such an opportunity, while a rogue member of the British Secret Service, which is no longer supposed to exist, has his own plans for the device. So do the Onihrs, rhino-like aliens who abduct Fitz in the hope of getting their hands on it, while Time Agents are desperate to prevent the arrival of such a dangerous capability in a society nowhere near advanced enough to cope with it. And, of course, the Doctor would like to know just what's going on. Preferably before anyone else tries to kill him...
