In Quantico, Virginia, Agent Moore threatens to deport small-time con artist Rory "Rufus" Colton back to Jamaica if he doesn't become an informant. In the choice between deportation and protective custody, Rufus agrees to turn on his bosses... but on one condition. The FBI must save the life of his brother, Kenneth Colton, who is the bookkeeper for the gang.
