An elusive young woman is found burned to death on the outskirts of the Coast Guard Loran Station in Wilmington, North Carolina. Despite a conviction, the investigation is rushed, and deeply flawed. Twenty years later, the Coast Guard wants to turn the decommissioned land over to the US Army, but first it wants Special Agent Reese Calder to clear its people.

With three federal agencies on his back, and less than ten days in which to give them answers, Reese has no time for games.
