Detective Bud Prior of Internal Affairs investigates a bizarre shakedown, part of a huge crime network. The criminal mastermind is Sergeant Rock Hassler, a bad cop. Detective Suzanne August also uncovers Hassler's evildoings during a homicide investigation. When Bud and Suzanne meet, neither can deny their attraction.
