The dog that moo-ed

A dog is heard moo-ing loudly by many witnesses first in the public park and then in the veterinarian's office. A day later an infant begins moo-ing, and soon most of the children of Rover Corner are moo-ing. Atlanta disease control experts are called in and, as they try to report back to the Secretary of Health in Washington, D.C., he moos! Is the President moo-ing? Is it too late to prevent the entire world from becoming speechless? Will we all soon be incapable of thinking anything but a moo? And what caused the Moo Disease epidemic? Theory after theory about its cause must be rejected. How can it be stopped?
