Maurice and Caroline Collins were bludgeoned to death in their Chicago home almost thirty years ago. The only witness to the gruesome crime was their eleven year old son, Frank. The killer was captured and convicted, and subsequently given the death penalty. However, due to a technicality, his sentence was overturned to life in prison.

Frank Collins grew into an ambitious Senator pushing legislation towards accepting and passing his proposed “Swift Justice” bill. Senator Collins’ solution to the problems inside the penal system would abolish the sentence of life behind bars and mandate the death penalty for any capital crime. The bill outrages many and talks of ruling it as unconstitutional flow through Capitol Hill. Sure to be vetoed by Congress, fate deals a wild card. Swift Justice miraculously survives and the bill soon becomes law.

With the fall of the nation’s crime rate comes the rise of Frank’s popularity and a potential bid for the Presidency. However, Frank falls prey to the very system he reformed. Now, his political career and even his life hang in the balance of his own “Swift Justice.”
