The dual system of Larix and Kura is under the dominion of Protector Alena Redruth, and the great dictator wants to put the Cumbre system under his belt as well. His spies are keeping him informed of any military action the Legion may take against him...but one of those spies has just been captured.

Now, Legion Intelligence Officer Njangu Yoshitaro must pose as Redruth's spy and infiltrate the upper echelon of the dual system's government. It is a corrupt hierarchy comprised of petty autocrats vying for control over one another. Njangu can use these shifting loyalties to his advantage--unless the suspicious dictator discovers his identity first....
