Being a cop is tough for anyone, but being petite and a woman made it so Sarah felt she had to work twice as hard to prove herself at the expense of her personal life. Trying to keep herself in control and out of emotional entanglements backfires when her ‘no-strings attached' affair abruptly ends and Carter, a fellow officer is there to witness the breakdown.
Carter always joked that Sarah didn't have a soft side, but comes to understands both the hard exterior cop and the tender woman underneath. As they become closer, Carter's undercover assignment pulls them both into the vortex of Esther, a heartless crime boss.
Esther runs a legitimate, successful business, but it's the illegal drug business that lets her control everyone from top government officials down to lowly street thugs. When she suspects Carter of being an undercover cop within her organization she has him followed and that exposes his relationship with Sarah. Taking Sarah hostage in order to draw the truth out of Carter, Esther finds she likes playing with the man who won't admit to being undercover even after faced with the truth that he's seeing a cop. Leveraging Sarah's life to manipulate Carter into doing things she knows a cop can't do, Esther keeps upping the score until she can break him, but Carter knows the truth will only get him and Sarah killed faster.
Things get even more complicated when Sarah's ex-lover surfaces in Esther's organization creating a love triangle in the middle of a life and death struggle which forces Carter to make a choice over being a cop or losing the woman he has sworn to protect.
