Wouldn't it be amazing to be able to make clouds? It would be the answer to Mother Nature's problems - rain on tap you might say! Professor Doppelganger, the brilliant but eccentric scientist, actually stumbled upon a cloud-making formula and wants to build thousands of cloud factories, solving all the world's drought problems. How cool is that! But disaster strikes, and the formula falls into the wrong hands - those of the professor's evil money-grabbing twin brother who's all set to hold countries to ransom - Time (and rain!) is running out, and a frantic search for the formula gathers pace.
