Outreach

The question of why visitors from elsewhere in the galaxy would visit our world without revealing their presence or their intentions comes down to how we present ourselves when we don't know we're being watched. This particular group does not feel our species is quite ready to hear their proposal for us, but they very much want us to someday work our way towards it. Seems they need this cooperative to take place more than we do.
