Operation Equalizer sees the power-crazed Cass Kenyon, head of the world's most advanced defense-industrial complex, use the cover of a "love-boat" cruise to take over a small African state and push the world to the edge of the nuclear abyss. Through their intelligence and diplomatic services, governments try to manage the crisis. International agencies bumble less into action than inaction.
