In Part Eight, Captain Magnusson, pressed by Julius to contribute military assets to the war effort, reluctantly agrees, calling an extraordinary meeting of the 27 member committee to argue the case for Julius. He attempts to persuade the committee to join the other worlds in the fight against the dark lords. However, the Captain encounters stiff resistance, as his logic and rational arguments fail to persuade the members. How will he convince the committee to think otherwise?

Suddenly in spirit or through a vision, Padre finds himself above an alien world, where he encounters a supernatural being who explains why he is there. What the entity tells him and what Padre discovers for himself about the planet leaves him extremely troubled. He decides that an intervention in the world's affairs is imperative. Will the Padre get the assistance he needs?
Concurrently, throughout these problems, the fleet arranges to build a city in sixty days. Is such a feat possible?
