Their monies and personnel could now be used for the betterment of society. Roberto Coto, the new democratically elected President of Costa Rica with his Chief-of-Staff, Matt Papaz, and his old friend, Frederic Valance, had carefully circumvented the usual money laundering techniques infusing millions of dollars from the notorious Tijuana cartel into the Latin American country. His political and personal persona manufactured after the Porter affair was clean and impervious to public scrutiny. His identity for the entirety of the past four years had been safe. Breaking his three years silence, Frederic Valance's email was an unexpected shock to Matt Papaz. The communication was a horrifying prospect to both the president and his Chief-of-Staff.
