The Americans have been kidnapped by leftist guerillas, then released after ninety-four days and payment of a huge ransom. But before they can reach freedom, they are hijacked again by crazed Paraguayan terrorists.

The five-man team that is Phoenix Force must tackle a gruelling set of guerilla games in steaming jungle and swamp. Unless they pounce fast, all will be carnage without mercy.
