Florida Green is restoring the South Florida beaches by buying up shoreline condominiums and tearing them down. Where does this radical environmental group get millions of dollars to carry out its plans? Is it mob money? Central Security field agent Rick Fortune must get the answers to those questions. But Rick runs into opposition from an unexpected source, his father. Long missing from Rick's life, Mark Fortune suddenly reappears, hired as a bodyguard for Florida Green founder, Eddie Bassford. Miami mobster Hector Morales-Rodriguez would like to see Bassford dead; and retiree Rosie Feinbottom would like to see Morales-Rodriguez dead. While trying to sort it all out, Rick gets help from his fellow agent, Duncan, and from Suzie "Gator" Bate, a pretty wildlife retrieval specialist. However, friends can't help when Rick puts his life at risk testing the Time Shifter, a mysterious device that can send him back in time, but for only five minutes.
