Evil in High Places

Shelton Maxwell, one of the FBI's first black agents, is stunned to discover that other black agents in Washington, DC are being killed, one by one. He defies the director's orders to cease and desist investigating the heinous murders, whose deaths are linked to COINTELPRO, a highly explosive secret government counter-intelligence program. No other FBI counterintelligence program is as aggressively carried out as COINTELPRO, in a series of covert and often highly illegal projects conducted by the United States Federal Bureau of Investigation. Once the files on COINTELPRO go missing, the serial killer attempts to kill everyone even remotely connected to the files.
