Fifteen Mexicans are gunned down execution-style while making an illegal crossing at the California-Baja border. Horrified by the atrocity, Johnny Bolan calls in big brother Mack to probe the incident.

Intel reveals the trigger men are cops and that there's a witness to the slaying, proving that the border is a lawless, violent land, getting worse.

The Bolan brothers are carrying steel and thunder to the streets of Tijuana where no one, not even cops gone bad, will escape the Executioner's brand of justice.
