When undercover police officer Danny Boyd accidentally kills a young asylum seeker, he is beset not only by guilt but also by his failure to get under the skin of a new identity as Rick James, ex-con with a calling to Christianity, in the rundown coastal resort of Seagate. Meanwhile, an influx of asylum seekers have replaced traditional holiday makers in the town. As they wait for acceptance, they are also awaiting a visit from a new Balkan leader, Roma Lorta. But mayhem begins to break out. Prominent figures in the local community are murdered, and when Lorta himself is threatened, Boyd's alias takes on a new importance.
