Mayor Katie Jellicoe had written dozens of letters, made hundreds of calls, but businessman Adam Hartivan refused to see her. She needed a division of his San Francisco company to locate in Marblesea, Massachusetts, or her charming town by the sea would be destroyed by greedy investors.

So Katie did what any desperate mayor would do -- she resorted to guerrilla tactics. In a red dress this side of legal, she staked out Adam's exclusive country club and ambushed the startled millionaire.
